　必ずくる巨大地震。そのときの被害はどの程度なのか?　現在の施策はどの程度まで充実しているのか?　その問題点は?　を浮き彫りにした本。都道府県、関係省庁、専門研究機関からさまざまな被害想定シミュレーションが発表されているが著者の姿勢は一貫して「甘すぎる」。もっと甚大な被害を被るだろうという。著者のシミュレーションもわからないではないが、そこまでいうなら被害想定シミュレーションを発表した関係機関にもきちんと取材し、そちらの根拠もきちんと併記するのが道理というもの。ただただ不安ばかりを煽っていてもしょうがない。
　ただ、縦割り行政や大学の派閥権力争いなどで分散化しているわが国の研究機関の現状を、アメリカ並みの政府直属、庁レベルの機関に一括集中せよ、という指摘には大賛成。まったくそのとおりである。
　過去の資料なども丹念に集めてあり、わが国の対地震政策の現状を知るにはわかりやすい本。

「M8」「TSUNAMI」など地震関係の小説はとてもおもしろく参考になったので、著者のこの本にはとても期待していた。
政府や関連機関の被害想定は楽観的すぎる。現状の態勢・防災計画に対する問題点を綴った本。
1冊の新書でこれだけ現状の対策と問題点を網羅できるのはすばらしいと思う。

　しかし、カバー見返しに書かれている「・・被害予想に惑わされることなく、自分の命は守らなくてはならない。本書にはその「よすが」となる貴重な情報と教訓が込められている。」と書かれているが、個人がどう自分の命を守るべきかについては何も書かれていない。

　政府の言う事は過小評価すぎるし現状の体制も問題だらけだと言っていて、そこに「よすが(※物事をするのに、たよりとなること。よりどころ。てがかり。)」が込められているとすれば、「じゃあ、日本を脱出するしかない？」と感じざるを得ない。

　時期こそ予測できないまでも必ず来ることが分かっている大地震、またそれに伴って起こる津波などの被害。本書では現在政府が予測している東京大震災での被害予測を甘いとし、本格的なシュミレーションを行っています。

　また、あとがきでは読者へ向けて、個人も来るべき地震災害に備え準備をすべきだと問うている。大自然に囲まれ、いつ被害がきてもおかしくない国民として、政府に対策を任せるだけではなく、地域単位で災害時のシュミレーションを行うなど、来るべき未来を想定した対応をすることも大切だろうと感じた。
