著者紹介

1925年東京生まれ。東京大学経済学部卒業。東京大学教授、お茶の水女子大学教授を経て、東洋英和女学院大学教授。著書は『戦後日本経済―成長と循環』『戦前期日本経済成長の分析』『金融政策』『日本経済―その成長と構造』『明治大正期の経済』『昭和経済史』など多数。『昭和史?、?』で1993年、大沸次郎賞を受賞。

　極めて読みやすく経済政策を理解させてくれる良書。著者はハイエクに関する著書もある。
（こちらも良書）
　浜口内閣の大蔵大臣井上準之助による金輸出の解禁をめぐる研究書だがドキュメントの
ようにも読めて面白い。
　「昭和の経済史の泰斗による力作」とあるように平成不況を理解するためにも必読の書である。

　経済政策の目標を決めるのは政治家の仕事で、経済学者の仕事ではない。と著者は言う。庶民生活を圧迫することがわかっていても、あえてそのような政策を採るのも政治家の決断だ。また、その結果を経済学者が十分に予想できないこともあり得る。

　困難な状況の中で、政策がどう決定され、その結果がどうだったのかを昭和初期の金解禁を焦点にして本書は説明する。

　金融が引き締められると、インフレ傾向の時代には隠れていたさまざまの経営上の不備が表面化するのは、平成のバブル崩壊後の現在の不況期に通じるものがある。とはいえ、イギリスの覇権のもとに確立していた金本位制の崩壊や帝国主義的列強の対立を背景にする意味で、大きく現在と異なるところもある。

　歴史的視点からは、満州事件に至る経済的な背景状況が描かれていると見ることもできるし、政治・経済的視点からは、経済的見通しにもとづく政治的に困難な決断のケーススタディと見ることもできる。私としては、どちらも興味深いところ。

時々政治家が一般には解せない政策を
打ち出したりして批判されたりしますが
本書を読むとその解せない部分が
多少なりとも理解できます。
いずれかの政策が功を奏すまでは
次の成長産業などが出現するまでは
この不況下を生き抜くしかないようです。
