　いままで研究の蓄積がされてこなかった秀吉の刀狩りを中心に、武器に対する日本人の意識の解剖にまで踏み込んだ好著。民衆が江戸期以降も鉄砲を中心に武器を村内に保有していたことなど、従来のイメージを崩す事実が、地道な実証作業から明らかにされている。「刀」とは武士と農民とを分けるシンボルとして捉えられていたのであり、秀吉の狙いもそこにあったとする著者の主張は、明快かつ説得力に富む。
　また、日本人の武器に対する考え方が、引用された実例に読み取れるのが面白い。個人的に興味深かったのは、一揆を鎮圧しようとする藩の上層部が、民衆に対する鉄砲の使用許可を幕府に願い出ているくだりである。暴徒に対する発砲が忌避される意識というのは、戦後日本に限ったことではなかったようだ。
　そのほか、民衆の武装権についても、歴史家の立場から示唆が行われている。読む人の意識の持ち方によって、様々な読み方が可能な一冊である。

第一人者による、日本初の「刀狩り」研究の単行書籍。一般向けの興味深い歴史読物でありながら、最新の研究水準を示す充実した本だ。テーマにそって題名を付け直せば「日本の民衆武装と自律的な武器使用抑制の社会史-16~19世紀」となるだろうか。

豊臣秀吉の刀狩りと言えば、国の軍事統合に成功した秀吉が、民衆の武装解除を目指し、あらゆる武器を没収して、「強大な国家、みじめな民衆」構図を作り出した出来事だと考えられてきた。それに対し著者は、今こそ「みじめな民衆」像から「自立した民衆像」へ大きく転回する時ではないか、と問いかける。

そのため、西洋史学者・村川堅太郎がかつて日本の「３回の刀狩り」として挙げた、1近世の刀狩り、2明治の「廃刀令」、3第二次大戦後の武器没収のうち、実際に民衆の武装解除を目的にし、実行したのは3のみで、他は身分規制として武器の「携帯」を禁止（＝「所持」は黙認）したものだということを、入念な史料・先行研究への目配りに基づいて実証している。これこそ教科書では学べない歴史の醍醐味だろう。

その結果、丸山真男などの進歩的知識人が陥った「自己武装権を徹底的に剥奪されて来た国民」（卑屈な民衆）史観の誤謬を明かす。18世紀末までの「徳川200年の平和」では、領主側・民衆側双方が鉄砲を多数所持していたにもかかわらず、人に対してそれを使わない「鉄砲不使用の原則」が成り立っていた。近世日本人の「民度」の高さが窺い知れる。

ページの多くは近世の実例だが、現代までの問題を貫いた歴史書。敗戦・占領後まもなく接収された民間の武器は、小銃だけで165万挺、刀剣類は140万振という。以後日本は、いわば「菊と刀」の内の「刀」を奪われたままだ。著者が引用する憲法第９条１項を軸に、日本が自律的な武力抑制を基礎とした国政運営をするためにも、「民度の高さ」を取り戻すことから始めるべきではないか、と考えさせられる。

言葉しか知らなかった「刀狩り」
歴史の検証をどうやったらいいかわからない。
そのため、何が真実で、何が隠されているかわからない。

それでも、言葉しか知らなかった状態から、考え始めることができた。
今の日本の平和の基礎を作ったと考えることができるかもしれない。

反面、交通戦争がなぜ防止できないかのヒントをここから考えたい。
ドライビングレコーダの義務付けのような「刀狩り」と同様の強制力が必要なのかもしれない。
