　岩波新書の果たすべき社会的役割はこういう本に凝縮される。

　この書のクリティカルな論点は二つ。

　一つは、日本の所得分配が、とかく問題があるとされる「世帯ベース」
で見てすら格差が拡大しているという事。論争点となった「アメリカより
格差のある状態」はさておいて、かつての「一億総中流」は支持され得よ

うもなくなった命題だという事を端的に示している。

　いま一つは、税制を通じた日本の所得再分配制度は、全く機能してい
ない事（わずか2％の是正率）。これに対して社会保障基金を通じた
再分配は、意外に効いており、再分配率も高まっている。
（前者は右翼側が、後者は左翼側が意図的に無視したがる点である。）

　この二つは何れも、（程度認識に差はあれど）、経済学や社会学を専攻
する者にとっては良く知られた事実である。しかし、全く逆の信仰が社会
の一部に強く根付いている。岩波新書は、各学会での「先端の常識」を
社会に還元する役割を担っている側面があり、この書はそれを堅実に果た

していると言えよう。論争点も含め、現在でも読む価値のある好著である。

日本は長らく、国民の大多数が中流意識を持ち、また実際経済的格差が小さいという「一億総中流」社会であるとされてきたが、最近はそれを否定する見解を示す文献が相次いで出版され、またそれに対する再反論の文献も多数出版されてかなりの論争を巻き起こしている。

この「日本の経済格差」という本以前にも、格差の拡大を指摘する文献は世に出てきていたが、専門家に限らず、広く一般の読者にもこの問題について認識させるきっかけとなったという点では、やはりこの本の影響力は大であった。私もこの本によって初めて「ジニ係数」なるものを知った。

また、現在の政府の喧伝する構造改革について関心の強い方には、ぜひ読んでほしいと思う。現内閣発足以前に出版されたものなので、もちろん現在喧伝されている構造改革について直接言及された本ではないが、政府のとろうとしている政策の方向性について考える一助となるはずである。

　最近は「格差社会」という言葉も一般的になってきたが、その問題提起を1998年の時点で行っている先見性に富んだ本である。

　私は、小泉内閣の「構造改革路線」の前の時点でも、
(1)日本は諸外国の中でも平等性が高い国とは言えないこと、
(2)高度成長期は平等性が高まったが近年は不平等が進んでいること、
を知り驚いた。
　また、本書の議論が常にデータに基づき論理的に展開されており、最近のともすれば雰囲気だけで書いている新書が多い中で（これは政治や世の中全般もそんなふうになってきているのだろうが）、非常に有益な本であると思った。

　ただ難を言えば、第１章〜第４章（約150ページ）の実証分析の部分に紙幅を割きすぎ、第５章の制度改革の提言（約50ページ）が簡略になっている点が残念である。
いずれにせよ、2008年の現時点においても有用性の高い良書といえる。
