市民革命を達成したフランスの政治学者である筆者が、アメリカ民主政治の形成過程と統治機構の分析を通じて民主主義の本質について考察していました。

道徳を社会に具現化する法を定める権限が人民にあり、全員ではなくとも最大多数の利益のために政治が運営されることで、誤謬性を有しながらも地域社会を出発点として社会全体を巻き込み政治的活力を生み出す仕組みである、と民主主義の本質がとらえられています。

「民主制」政治機構の理念をイギリス人ピューリタンに負うところが大きいにもかかわらず「貴族制」の影が見え隠れする点、産業主義・保護貿易志向・中産階級中心の北部と農業主義・自由貿易志向・投機家中心の南部の差違、先住民や奴隷を除いた自由や財産所有権の保証、など現代にも重要な影響を及ぼしているような二重性が浮き彫りにされており、古典としてだけではなく今日的にも示唆に富む内容ではないでしょうか。

19世紀前半にフランス人がアメリカを旅してまとめたこれはアメリカ論と言うよりも一つの予見の書である。デモクラシーがまだ普及していない時代にその普及を予見し、またアメリカの強大化、腐敗も見通している。無論、すべての見解が正しいとは言えないが、少なくとも自分の見聞したところから自分でじっくりと考え簡明な表記で問題を浮き彫りにしていく著者の作法は、今日の読者にも刺激的である。司馬遼太郎の紀行エッセイを読んでいるような気にもなった。ただ２巻目の刊行が遅すぎる。

著者は平等が漸進的に世界に広まると見、当時のアメリカの政治形態からデモクラシーの長所・短所を論じている。事実描写に徹し切れず価値判断が混じることもあるけど、だがそれがいい。

なるほど本書で論じられる、民主制が一般的に持つ傾向は現代の日本人にとっては教科書で習うほど当たり前のことになっているだろう。でもその制度を生み出したアメリカに特殊な状況は、おそらく知る価値のある情報なのでは。興味を惹いた数節を挙げてみる。

・憲法形成は他国の状況を無視してなされるものではない。

・アメリカほど自由な討論が許されない地域はない。
それは一度世論が形成された後、その他の意見を許容する余地がないから。貴族制だったら民衆と反対の意見を述べる人は貴族に保護されるし、逆もまた然り。
意外な気がしたんだけど、学術誌があって論争しあうっていう場があるのは、この世論の集合的暴力への対抗から来ているのかも。
