スピノザは『エチカ』によく現れているように、卓越した人間理解を有する哲学者である。本書においてもスピノザは感情に動かされる人間をあるがままに受け止め、そのおかげで決してユートピアで終わらずに論を展開する。

スピノザはホッブスと同じように「自然状態」からスタートする。すなわち「人間は本性上敵である」と。しかし、それでは各人は絶えず自己の破滅に脅かされる。そこで自然権をひたむきに主張することを控え、協調することが生まれる。多数の人間が協調することは各人の利益の増大に繋がるが、彼らは一つの精神に導かれたほうがより平和であるため、共同の権利を国家に委ねる。こうして「自然状態」が「国家状態」になる。

こうした考えはホッブスと極めて似ているが、スピノザの場合は、国家の目的は一方においては平和と安全、他方においては自由であるため、人間の本性が要求する程度の自由は保留する。自然権が国家状態において消滅するというホッブスとの違いがここに明瞭に現れている。

スピノザの本書における目的は君主国家、貴族国家、民主国家のうちどれが最善かを示すことではない。各々において、どうすれば国家が国民の幸福を保って存続するかを真摯に探ろうとしたのである。会議体の構成など細かい部分が述べられており、私はここにスピノザの誠実さを感じた。ただ、根拠が弱いと思われる部分があり、そこに本書の限界を感じた。

本書はスピノザの死によって未完に終わってしまった。書かれなかった部分については『エチカ』や『神学・政治論』から彼の見解を推察できるとはいえ、やはり私はこれを大変残念に思う。

本書はとても読みやすい。ただし、『エチカ』や『神学・政治論』を読んでからのほうが本書の魅力をより深く味わえるだろう。

哲学っぽくはなく、アリストテレースからマキァヴェッリを経てルソーにいたる、国家制度がどうあるべきかという論考のマキャベリ以後ルソー以前のもの。「国家が圧制政治に陥らぬようにし、かつ国民の平和と自由が侵されることなく保持されるよにするにはいかに組織されなければならぬか」。任期つき議会の役割を重視。民主国家についての章は未完。

　この著作でスピノザが叙述している人間一般の傾向性は、彼が他著作で示している人間像よりも現実的で掴み易い。この著作はスピノザが国家理論に対して優れて先取りした視点を持っていたことを示しており、その点のみで評価することもできるが、スピノザという哲学者の持つ世界観や、とりわけ人間に対する怜悧な視点を端的に示しているという点でも有益な著作である。
