4.0 out of 5 stars 驚くほど読みやすい公文書, 2004/9/9
紛れもない公文書ですが、非常に読みやすく作られています。文章は平易で語彙は日常的な範囲です。市民が読むために当然な配慮と言えますが、日本の公文書とは大違いですね。
ページ数が多いですが全部を読む必要は無く、興味のある所だけ読めばよいでしょう。ハイジャック（WE HAVE SOME PLANE）とＷＴＣビル（HEROISM AND HORROR）の章は必読です。価格が安く抑えられているので、この２章を読むだけでも元は取れます。読めば日本では報道されなかった多くの事実が分かります。「あの時、なぜ・・」の思いも氷解するでしょう。
全体として文章に「読ませる力」と「事実の重み」があります。「WE HAVE SOME PLANE」の「Don't worry,Dad.」の下りは感涙ものでした。
強く推薦します。

4.0 out of 5 stars イスラム原理主義とテロリストの関係を改めて考えさせられました。, 2004/10/4
ご存知のように上下両院の代表者が作業をリードし出来上がった報告書です。従って内容は非常に硬い話で満たされています。しかし，前半は何故，米国の旅客機がテロの武器として使用されるに至ったかを克明に追いかけており，2件のアフリカでの米国大使館爆発事件，USS　Cole爆破事件がどのような経路を経て，今回の悲惨な事件に繋がったのかが詳細に描かれています。加えて，国外においても国内においても事件を阻止できるチャンスがあったのにも関わらず，政治家の無関心，情報把握の誤り，情報機関の間での情報共有の無さ，官僚的体質等々により，いつの間にかテロリスト達は国内で航空機操縦のトレーニングを受けていたという恐ろしい現実を突きつけられます。また，ニューヨークのツイタワーの崩落についても多くの紙面をさいています。この事件では一般市民だけでなく警官や消防士にも犠牲者がでました。なぜ，危機を乗り切ることを職業としている彼らに多くの犠牲者がでたのか，彼らのとった行動を証言からトレースし，そのポイントとして無線の周波数を指摘しています。後半は改善策を推奨していますが，この部分は米国のマスコミでも大きく取り上げられていますので，その内容の概略はみなさんよくご存知と思います。
　この報告書では，これまで力に頼った対テロ対策を行ってきた以上，これを前提としたテロ封じ込め対策を提唱しています（全てではありませんが）。しかし，数多くの諜報機関を有し，ヒューミントから電話や電子メールの防諜まで行っている国ですら，これだけテロの脅威に曝されて神経質になっている現実を考えると，これらの手段を全く持たないわが国が，米国と同じ考えてテロ対策を行っていても実効があるのか甚だ疑問です。決して貧困層出身者がテロリストになっているのではなく，むしろ教育も十分受けた中間層から多くの者が出ているという事実を，もっと真摯に受けとめなくてはならないと考えさせられました。

あのすさまじいテロの公式報告書。この報告書によりアメリカ一段と情報管理国家になることだと思います。情報管理国家のあり方に関してはいろいろな意見があるかと思いますが、２１世紀の戦争は18世紀に確立した国家の間での戦争ではなくなった結果、この様な情報管理は必要悪な部分がでてくると思います。一応公式最終報告書になっていますが、本当にすべてではないと思います。米国に不利な事、この時期には公表できないことなどは必ずあると思います。本当に全貌がわかるのは数十年後でしょう。ただこの様な形で報告書を作成する所がアメリカらしさであり、規模は違いますが、日本でのテロ被害に関する報告、情報がこの様な形でまとめられない日本とは大きな違いを感じました。
