　奈良市職員が殆ど出勤せぬまま、解雇されず給料を長年得ていた事件が発生した。当初は「同和」の文字は表には出なかったが、暫く経過後、職務放棄だけではなく土木工事への口利きを含めて同和をバックにした活動が報じられるようになった。

　本書は関西で同和問題が根深いとされる、京都市の同和利権を丹念に追った物である。偶然にも本書の冒頭では職務放棄だけでなく、同じ市職員へ暴力を振るい、市営住宅の家賃を滞納する市職員のショッキングなレポートが載っている。
　関東在住だとこれらの利権問題を目にする事は無い。が、反社会勢力は常に市民社会の侵食を試みている。「人権」「差別解消」を盾にどのような手段を用いているのか知るのが市民社会防御に有用である。

　関東以北での生活しか経験していない私には、全く縁遠い世界だ。
しかし、様々な媒体で、生活保護の不正給付や同和地区へのみ適用される奨学金(しかも未返納で訴訟まで起きている)、市役所職員採用の同和枠などが報じられている。追求し続ければ命も危ないとか。

　この本は京都市の闇を追っているが関西ではよくある話のようだ。彼らのなかには、かつて差別されてきたことを理由に特権を築き、逆差別により特権階級化している者が沢山いる。心ある者は日本国民として一般的な生活を送るために出て行くようだが、その地区で死ぬまで他人を食い物にして自治体にぶら下がり続ける者も多いのだろう。

　関西に多い自治体破綻の危機の原因の一端は彼らとそれを黙認してきた人々だ。この状態を適正化すべく国が協力すべきとは思うが、今の政権党は彼らの推薦を受けている。天下りの癒着を断ち切るなら、同和の癒着も断ち切れ。
