米国一極の世界経済、および米国の金融界で、どんな問題が起こっていたのか、今後どうなるのか、投資家・企業・金融機関・政府・国際機関は今後どうしたよいのか、に関して綿密に解説し意見表明をした名著である。同種の本を十冊近く読んだが、一番網羅的に理解できた。本書は2008年のFinancial Times-Goldman Sachs Business Book of the Yearを得ている。残念ながら英語が単語も表現もやや難しく、我々外国人には少々辛い所があるが、頑張って読み込めば報われる。 筆者は、金融界が実は今大きく変化中だという。古い市場の人や仕組みが、新しい市場の現実に対応できず衝突中だというのが本の表題の意味だ。何が変化中かと言えば、(1)中国・印度など新興国の金融界への台頭、(2)国境を越えた資金移動の活発化、(3)新しい金融機関と金融商品が増え、その結果、投資への出入りが容易になり、金融諸事情の相互関係が変化し、資金の内部流動性が急増、という3点を挙げている。 筆者はエジプト外交官の息子で、Cambridge/Oxfordの経済学博士。職歴は、IMF→Smith Barney→PIMCO(世界最大の債券投資会社)→Harvard大の資金運用会社CEO→2008年にPIMCO CEO。新興国への投資を専門分野とする実業家だ。 出版時期は2007年夏のSubprime Loan破綻の後だが、2008年秋からの不況深刻化の前に書かれたことは惜しまれる。たださすが筆者は深刻化を見通しており矛盾はない。 昨今の経済動向に興味があり、英語に自信のある方には素晴らしい本だ。
