最終章(第17章)が収められている第四部のテーマ”What have we learned?”の下に、このローズ・ベルタン(ルイ16世の王妃マリー・アントワネットに仕えたデザイナーらしい)の言葉が添えられているのがユーモラスである。

タイトルの”This time is different”「今回は違う」は勿論反語的に使われており、好景気の時でも今回のような未曾有の世界経済危機からの脱却の際でも「今回は(これまでとは)違う」という種々のもっともらしい理由が喧伝されるが、膨大なデータに基き過去数世紀に渡る世界の債務不履行や金融危機の歴史を紐解いてみると、「今回は違うシンドローム」の信憑性は疑わしく、世界経済の先行きを楽観するのは全く時期尚早であり、むしろデータから読み取れる「歴史は繰り返す」ということを充分に念頭においておく必要があると本書は警鐘している。

その例として、14章に纏めてある興味深い数字を幾つか紹介すると(対象期間は殆どが第二次世界大戦後の世界中の経済危機で一部戦前の大恐慌時のケースを含む。数字は経済危機発生前のピーク時と危機発生後の底値の差を示したもの)、
■住宅価格は平均すると6年間に渡り下落し平均下落率は▲35.5%
■株価下落は平均で3.4年間に渡り平均下落率は▲55.9%
■失業率は平均で4.8年間に及び平均上昇率は+7%

また、政府債務といえば、これ迄は、データの入手が極めて困難であるという事情もあってか、対外債務にのみ焦点が当てられることが多かったようであるが、著者達は世界各国の国内の債務状況に関するデータも整理したうえで、これらの影響は無視できないとしている。
非常に広範囲で長期に渡るデータを整理したうえでの実証研究であり読み応えがあると共に、膨大なデータから過去を検証して、そこから読み取れることをベースにした謙虚な提言の書である。

毎回、「今回の危機はいつもと違う」ということがいわれるが、パターンは決まっているのではないかというのがロゴフたちの主張である。
豊富なデータに基づき説得力がある。
危機発生のパターンも図で示されていてわかりやすい。
過去の経験から、現在に当てはめてみると、次に起こるのは通貨暴落そしてインフレ。
日本で言われていることも同じようなこと。
そしてその後に起こることも書いてある。
１００年に一度の大不況などとマスコミなどにあおられているが、確かに負債の規模は大きいが次になにが起こるかはある程度予測できるようだ。
この本を読んで来るべき危機に静かに覚悟を決めるということかもしれない。
やたらと分厚いので、時間のない方はＰＡＲＴＶを飛ばし読み、必要に応じて前を読むという読み方で理解できると思う。

コレを買おうかと思案している方に「ちょっとお待ちを」とまず言ってみます。センスの良い表紙イラストと分かりやすそうなタイトルにフラフラと引き寄せられて読んでみたら、これは堂々と専門家仕様の一冊でした。一般書ではありません。
ロゴフ教授も「まえがき」で、「これまでは主にナラティブで為されてきたバブル生成＆崩壊の歴史を統計的に検証する」と明言しておられます。本書の主役はテキストよりもグラフとかチャートとかの大量の統計資料です。副題の示唆するような「800年」分の統計という訳ではなく、分野によって800年前の資料が入手出来た場合は使ってみてます、というだけ。という訳で、各国政府による対外債務＆国内債務の膨大なヒストリカルデータを眺めたい、とかいう方はどうぞ。「読書」をするつもりの一般シロートさんには「面白くない」になるだけの危険性が大です。ちなみに、読み物としては面白くないが研究書として重要な本というのはあるので、五つ星。
昨今ソブリンリスクというけれど、なんだ、大昔からソブリンはリスクだったんじゃん、とか、無思慮に借金を積み上げては乱暴にそれをご破算にすることを繰り返すのが国家なるものの生態なのかもしれない（かなり乱暴）、とかとか思ったりしましたが、著者さんたちの目的は過去に繰り返されてきた看過や油断や過ちに対して警告を発することなので、私の文学的な感想は狙いから外れてはいます。しかしdebtなるもの、なんと奥深い人間の営為であることか。借りたり貸したりの泥まみれを多少なりとも経験しない限り、人間社会の根源は見えないのかもしれない、というのは貸したことも借りたこともない人間の感想。
