The fourth arc is always controversial when it comes to Sailormoon fans. Some hate the anime adaption, SuperS, and some people also don't like the original story. I think it's one of the better arcs in both the anime and manga, but since this is for reviewing the manga, I'll stick to that.
The good thing about this arc is it moves fast, there's never a dull moment (to me). Nehelenia and the rest of the Dead Moon Circus aren't nearly as funny and quirky as their anime counterparts, in this tale they play dirty and would in the words of Shane Botwin "kill you... and then laugh".
The new translator, Mari who did a great job for Vol. 9, did this one as well, thankfully. Some of the dialog seemed strange because I doubt the Silver Millennium was in anyway Shakespearean.
The stars of this arc are Usagi, Chibiusa and Mamoru; every one else gets their own "scene", so there wasn't any character neglect, in fact even Luna, Artemis and Diana evolve.
