プレイヤーがSWATの隊長を演じて武装集団やテロリストたちと戦う、リアルタイムの戦術アクションゲーム「SWAT 3 エリートエディション」のパワーアップ版。LA市警SWATと「SWATの父」ダリル・ゲイツにより監修され、MP5SD2、M4、MK23SOCOMからフラッシュバング、CSガスといった実在する戦術補助武器を使用して、リアルなLA市街でミッションを遂行していく。シングルプレイでは27のミッションをプレイできるほか、5人1組のチームを2チーム同時に指揮できるモードを追加。また、マルチプレイにおいてもフリーフォーオール、ラストマンスタンディングといったサバイバルモードを用意し、大人数10人でのマルチ対戦が全てのモードで可能となった。ほか、SWATの戦術や訓練などを現役のSWAT隊員が語ったムービーも完全日本語版で収録。
