The long confrontation between Saddam Hussein and the U.S. (1990-2003) was a catastrophe for the Iraqi people but a godsend for international lawyers and law students. The whole bloody tragedy raised just about every key concept of the law on the use of force: aggression, self-defense, the meaning of Article 2(4), collective security, humanitarian intervention, necessity, proportionality, the role of the UN Security Council, etc., etc. A law prof writing a final exam couldn't have come up with a better "hypothetical"! "Iraq and the Use of Force in International Law" expertly and meticulously dissects these legal issues, concluding (alas) that the use of force by the U.S. and UK in 2003 was illegal. But whatever one's view on that issue, anyone interested in international law should read this book.
