Keyensの行動経済学,
経済活動は経済合理的な動機だけでなく血気(animal spirits)に大きく影響されるというKeynesの指摘を、UC BerkeleyのAkerlof教授とYaleのShiller教授が掘り下げ、既存の経済理論の矛盾を行動経済学を使って解説したものです。Keyensの考える経済の中での政府の役割を育児書が説く親の役割に例えるのが印象的です。前半では血気の概念を5つの切り口で捉えそれがどのように経済的意思決定に影響を与えるかを解説：信頼(confidence)、公平性(fairness)、不正(corruption)、貨幣錯覚(money illusion)、話(stories)。信用市場における信頼の重要性。取引における公平価格の重要性。不正興隆の歴史、不正が続く経済均衡の仕組み。効率賃金理論と貨幣錯覚の関係。信頼の媒体としての話の役割。後半は血気の概念を使って経済に関する8つの基本的な質問に答えます。今回の金融危機については、金融市場の進化に規制、監視制度が追い付かなかったことがそもそもの原因と分析。血気が創造的に活かされるための市場の仕組み作りは政府の役割、経済に空洞ができればそれを埋めるのも政府の役割。通常の金融政策・財政政策に加え、信用市場機能の維持を政策目標にすることを提言。非現実的な前提を基にした既存経済学の限界を超え、現実の経済をより良く理解するための重要な試みの一つですが、今回の金融危機の直接の背景としては、個人的には矢野教授の「市場の質」の方がしっくりきます。
