今号の特集テーマは「情報通信政策-2010年代の輪郭」。日本では、2010年から2011年を見据え、ブロードバンドの全国展開やテレビ放送の全面デジタル化が進んでいる。本特集では、その後の日本の情報通信はどうなるのか、どのような政策が必要なのかという問題意識から、情報通信政策の重要な論点を「政策内容」と「政策過程」の両面から幅広く取り上げた。 政策内容では、NKH元橋圭哉インタビュー「放送はインターネットの仲間として積極的に活用すべき」、総務省今川拓郎インタビュー「情報通信産業の国際競争力とは何か」と「回線開放政策」、「日米における,無線ブロードバンド(WiMax)の設備競争」、「オバマ政権の情報通信政策」、「中国の情報通信-強い政府と奔放な市場」、「テレビ放送のデジタル化」などをテーマとする論文を掲載した。また政策過程については、慶応大学教授、岸博幸と国際大学GLOCOM教授、加藤創太の対談「情報通信の政策過程はどう変わったのか、竹中懇~2010年を見据えて」や「インターネットガバナンス」、「ネットユーザの政策形成過程への参加」をテーマとする論文を掲載するなど、「日本の情報通信のあり方」について重要課題の「輪郭」を浮き彫りにした。IECPレポート講師:ヘザー・ホプキンズ、新谷 隆、豊福晋平
