ベビー・ブーマー世代の高齢化で2010年から米経済は氷河期になると警告
原著名は「ブーマノミクス」,すなわちベビー・ブーマー世代の経済学だ。米国でも第2次世界大戦後,1940年後半から60年代前半の出生率が大幅に上昇,この間に生まれた約7600万人をベビー・ブーマー世代と呼ぶ(日本では1946~1949年生れを団塊の世代と言う)。本書は,今後このブーマー世代が壮年から高齢者に至る人口動態が,経済社会の姿を基本的に決定するという考え方で,米国経済の未来を予測したものだ。

まず米国経済の近年の活況は,次の10年も「黄金期」として継続するとしている。それはブーマー世代が,生産性と収入のピークである40,50代にさしかかり,貯蓄率が上昇,また政治的に保守化し低インフレ,低金利,金融市場の高騰を容認する経済政策がとられることによる。
しかし,ブーマー世代の引退ラッシュが始まる2010年ごろから約20年間は,一転して「氷河期」となる。経済の生産性は低下,社会保障負担は増加し世代間紛争が起きる。ブーマーは金融資産の売り手に回り,小さい家に移り住むことで,金融市場,不動産市場が冷え込む。こうした破局を防ぐためには,社会保障の民営化,個人年金と医療保険の通算可能化など抜本的制度改革が必要であるとともに,個人はもっと貯蓄を増やし,幅広く分散投資,大きな利益を期待せず地道に投資を続けるべきと促す(著者2人はウォール街の投資戦略家である)。
本来的にあてにならない長期展望のなかで,人口動態はかなり確実に見通せる要素であり,それに世代の行動形態の変化を織り込み,未来を明解に描いてみせた。同様に,団塊の世代を抱える日本の将来にも指針を提供してくれる。ただ,日本の方が高齢化の進展が急激であり,またライフスタイルも日米で異なる面があり,本書の主張を日本に適用するには若干の修正が必要だ。 (日本経済研究センター 研究開発部長 金子 雄一)
