「ゴーストリコン」のアクション性と「ローグスピア」の戦術性を併せ持つミリタリーアクションゲーム。大晦日の夜、ウェストバージニアのテロリストメンバーがテレビ局を占拠し、放送をジャックした。その事態に対処するためにF.B.Iの精鋭HRTが召集されたが、テロリスト達は核ミサイルをアメリカ本土で爆発させたのだった。プレイヤーはHRTとして、事件を収拾するため、ウェストバージニアの山脈地帯から南アフリカのダイヤモンド鉱山まで、世界中のあらゆる場所に派遣されテロリスト達を追い詰めていく。ストーリーは、11のミッションから構成され、ミッションは、テロリストの制圧だけでなく、盗聴器の設置、禁止されている武器の破壊、人質の救出など様々なものが用意されている。また、ネット上で対戦できるマルチモードにも、複数のゲームタイプを用意した。
