本書の第一部は、第164通常国会でのやりとりから始まり、サラマンカ宣言の意義、障害者権利条約の制定過程におけるCSIEの対応、そして、日本におけるインクルーシヴ教育を求める動きをまとめたものになっている。第二部は、CSIEが2003年に刊行した“inclusion against the odds”という冊子を翻訳したものである。この冊子は、ダウン氏症で誕生したカースティ・アロンデルという女性の両親がインクルージョンを求めて闘ってきた歩みと、彼女がインクルーシヴな社会環境のなかで学び生活している現状を紹介したものである。CSIEが求めているインクルーシヴ教育の実例であるが、しかし、多くの抵抗や障壁があり、思うにはいかなかった実例でもある。
