高橋 洋一
1955年、東京都に生まれる。東京大学理学部数学科・経済学部経済学科卒業。博士(政策研究)。1980年、大蔵省入省。理財局資金企画室長、米プリンストン大学客員研究員、国土交通省国土計画局特別調整課長、内閣府参事官(経済財政諮問会議特命室)などを歴任したあと、2006年から内閣参事官。早稲田大学政経学部非常勤講師を兼務。「小泉・竹中改革」の司令塔として、「郵政民営化」「道路公団民営化」「政策金融機関一本化」「公務員制度改革」を実現。2007年には財務省が隠す国民の富「埋蔵金」を暴露し、一躍、脚光を浴びる(本データはこの書籍が刊行された当時に掲載されていたものです)

財政投融資の問題点とその改革、それに続く郵政民営化の必要性が、平易に説明されてました。また、特別会計における「埋蔵金」の問題もよく理解できました。

タイトルは、いわゆる暴露本的になっていますが、内容はとても論理的で、国家財政の仕組みを理解する助けになりました。旧大蔵省、財務省そして小泉政権の内情について述べている部分についても、個人への誹謗ではなく、官僚機構が本来の役割を果たすための提言として読みました。

日本の政策決定に於いて、官僚機構の既得権益や面子を守ろうとするメンタリティがいかに強力に働いているかが活写されている。（私には、かって軍閥が日中戦争を権益として手放そうとしなかったこととの共通性を感じる。）
経済的には、デフレと戦わなかったために「失われた20年」で数千兆円の所得や国富が失われ、それが多くの貧困層を生み出したことを改めて考えさせる。この本でも指摘されているように、外国のエコノミストにも理解できない政策のようだ。民間企業に居た身としてはデフレではやっていけないのは当たり前のことだし、戦後経済発展を遂げたのはインフレ基調の環境においてであった。
日銀と旧大蔵省の責任を改めて検証してもらいたい。

この本で安倍内閣で初めて「事務次官会議」のチェックがはずれたことを知った。
快挙である。しかしそれを報じなかったマスコミというものも考えさせる。

最初は「さらば財務省！」という題名にイヤな感じを覚えましたが、知り合いに勧められるままに読んでみたら、これが面白い！現場にいた人間の持つ真実の響きが強く伝わってきます。素人でも読みこなせましたから感謝しております。高橋洋一という名前を心に刻みつけておきます。
