本書のメインテーマは南北朝正潤論争や熊沢天皇であるが、実はこれらのトピックは歴史好きの間では「メジャーな」ものであり、秦郁彦氏や保阪正康氏の著作からも十分な知識が得られる。
しかし、私は本書の白眉は巻末の短文「ふたつの憲法の精神史」にあると考えている。この短文の中で、著者はまず日本国憲法が民定憲法ではなく、欽定憲法（明治憲法の手続きに従って、昭和天皇により定められた憲法）であることを確認したうえで、新憲法制定は革命ではなかったとして、宮沢俊義氏の「8月革命説」を否定する。その上で、新憲法が革命にならなかった要因として手続き的なものの他に、官僚制が温存されたことを挙げる。
日本国憲法第15条「公務員を選定し、及びこれを罷免することは国民固有の権利である」この条文は、マッカーサー草案そのものではないが、少なくともその精神が生きている。しかし、この条文は完全に空文化していると言っていいだろう。我々国民は、○○省の事務次官や局長や審議官を罷免する権利を持たない。大臣や総理大臣でさえ、事実上、人事権は極めて制限されている。（例えば民間人をいきなり次官にすることはできない）
敗戦を経て、軍は解体され、憲法も、天皇も大きく変わったが、ただひとつ温存されたのが官僚制であった。私たちは空文化した憲法第15条をいつも忘れてはならないのではないか。
